EU’s Product Environmental Footprint Category Rules for apparel and footwear

New PEFCR set a unified framework for measuring environmental impacts in apparel and footwear

On June 25, 2025, the European Commission officially launched the Product Environmental Footprint Category Rules for apparel and footwear. This milestone marks a major step toward harmonizing sustainability assessments across the fashion industry.

Why it matters

Developed over five years through collaboration with industry leaders, NGOs, national bodies, and the Commission, the PEFCR offers a science-based, impartial method for evaluating environmental impacts throughout a product’s lifecycle. The rules treat all materials equally and account for product-specific features such as durability, repairability, and expected lifetime—ensuring fair comparisons across categories. Notably, the methodology includes a framework for assessing microplastic emissions during the use phase, with further refinement expected as research evolves.

The framework has been reviewed by an independent expert panel, which confirmed its compliance with the official PEF method (2021). Reviewers highlighted that results will strongly depend on accurate durability and repairability scores, calling for careful verification and sector-specific expertise when applying the rules.

Key features of PEFCR 3.1

– Covers 13 representative product categories, from T-shirts and dresses to footwear and accessories.

– Uses a functional unit defined by number of wears, ensuring that environmental impacts are linked to real use patterns rather than just production.

– Incorporates both intrinsic (material quality, design) and extrinsic (user behavior, care practices) durability factors.

– Establishes detailed inventory models for raw material extraction, manufacturing, distribution, use, and end-of-life treatment, allowing for cradle-to-grave assessment.

– Introduces benchmarks and single-score indicators to support transparency and comparability in business-to-consumer communication.

Policy alignment
The new rules complement the Ecodesign for Sustainable Products Regulation (ESPR) and are fully aligned with the EU Strategy for Sustainable and Circular Textiles. Together, they provide companies with a shared language for sustainability claims and comparative assertions, strengthening trust among consumers and stakeholders.

Regional perspective
Projects such as VERDEinMED are already working to translate these European frameworks into concrete action across the Mediterranean. With textile waste in Europe exceeding 7 million tonnes annually, initiatives under VERDEinMED aim to reform industry practices, scale textile-to-textile recycling, and support policy innovation in line with the new EU sustainability vision.
