Textile PRO Forum Calls for Harmonised EPR Rules Across Europe
A new study by the Textile PRO Forum, a multi-stakeholder platform of Producer Responsibility Organisations (PROs) working on textile Extended Producer Responsibility (EPR) in Europe, highlights significant differences in how European countries implement EPR systems, creating administrative challenges for businesses operating across multiple markets.
The report, prepared with input from 12 Producer Responsibility Organisations (PROs) in 11 countries, found major variations in producer registration, reporting requirements, invoicing procedures and digital systems. These inconsistencies particularly affect SMEs, cross-border traders and online retailers, while also making data comparison and regulatory enforcement more difficult.
To address these issues, the Forum recommends establishing common EU-wide standards for producer registration, reporting, invoicing and digital systems. It argues that greater harmonisation would reduce administrative burdens, improve data quality and support a more efficient Single Market, while still allowing countries to maintain national-specific requirements where appropriate.
The findings will be discussed at the upcoming Textile PRO Forum plenary meeting as members consider the next steps towards developing common guidance for textile EPR implementation across Europe.
