The EU’s Circular Economy Action Plan is more than a policy framework—it is a transformative strategy that redefines how Europe designs, produces, consumes, and manages resources. With most legislative measures already in place and the forthcoming Circular Economy Act on the horizon, Europe is positioning itself as a global leader in sustainable growth, showing that circularity can create prosperity while safeguarding the planet.

In March 2020, the European Commission adopted the Circular Economy Action Plan (CEAP), setting the stage for one of the most ambitious sustainability transformations in Europe’s history. As a central pillar of the European Green Deal, the CEAP is designed to reduce environmental pressures, strengthen Europe’s industrial competitiveness, and create sustainable jobs while ensuring that resources remain in circulation for as long as possible.
By addressing the entire life cycle of products—from design to disposal—the CEAP marks a systemic shift away from the linear “take–make–dispose” model toward a circular approach that prioritises reuse, repair, recycling, and responsible consumption.
Objectives: Building Blocks of the Circular Transition
The CEAP outlines a comprehensive vision for how Europe can transform its economy while maintaining global leadership in sustainability. Its objectives are to:
- Make sustainable products the norm in the EU through stronger design standards and product regulations.
- Empower consumers and public buyers, giving them the tools and information to make informed, sustainable choices.
- Focus on high-impact sectors that consume the most resources and hold the greatest circular potential—electronics and ICT, batteries and vehicles, packaging, plastics, textiles, construction and buildings, and food systems.
- Ensure less waste by promoting prevention, reuse, and efficient recycling.
- Enable just transition by making circularity work for people, regions, and cities, ensuring no community is left behind.
- Strengthen global leadership, positioning Europe at the forefront of international circular economy policy and innovation.
Key Actions and Legislative Achievements
Since its adoption, the CEAP has led to a wave of new legislation and regulatory updates. Most of the planned measures are now in place, creating a framework that sets global standards:
Sustainable Product Policy Framework
- Ecodesign for Sustainable Products Regulation (ESPR) – in force since July 2024, it introduces requirements for durability, reparability, recyclability, and energy efficiency, ensuring that sustainability is built into products from the design stage.
- Directive on Empowering Consumers for the Green Transition – effective since March 2024, providing consumers with clear and reliable information on durability, reparability, and guarantee rights.
- Directive on the Repair of Goods (“Right to Repair”) – adopted in July 2024, strengthening consumers’ ability to extend product lifespans through repair.
Cleaner Industrial Production
- Industrial and Livestock Rearing Emissions Directive (IED 2.0) – applied since August 2024, integrating resource efficiency and circular practices into Europe’s best available techniques for industrial operations.
Transparent Green Marketing
- Proposal for a Directive on Substantiating Green Claims – launched in March 2023, aimed at tackling greenwashing by requiring companies to back environmental claims with solid evidence.
Circular Value Chains
- Packaging and Packaging Waste Regulation (PPWR) – effective February 2025, harmonises national rules, strengthens the Single Market for secondary raw materials, and drives innovation in reusable and recyclable packaging.
- Batteries Regulation – adopted in July 2023, ensuring circularity throughout the battery life cycle, from design to recycling.
- EU Strategy for Sustainable and Circular Textiles – adopted in March 2022, setting the roadmap for a greener and more resilient textile sector.
- Ongoing reviews – including the Directive on waste electrical and electronic equipment (WEEE) and new rules for end-of-life vehicles.
Waste and Resource Efficiency
- Regulation on Waste Shipments – in force since May 2024, reinforcing Europe’s responsibility to deal with its own waste rather than exporting challenges elsewhere.
- Revision of the Waste Framework Directive – proposed in July 2023, strengthening waste prevention and management.
- Microplastics regulations – restrictions adopted in 2023 under REACH, addressing both intentionally added microplastics and unintentional releases.
Monitoring Progress: Measuring Impact
To track progress, the Commission revised its Circular Economy Monitoring Framework in 2023. The updated framework includes:
- Material footprint and resource productivity indicators – showing how efficiently resources are used.
- Consumption footprint – measuring whether European consumption remains within planetary boundaries.
This data-driven approach ensures that progress toward circularity can be measured accurately, highlighting both achievements and areas requiring more effort.
Looking Ahead: The Circular Economy Act
In August 2025, the European Commission launched a public consultation on the upcoming Circular Economy Act, expected to be adopted in 2026. This landmark regulation aims to:
- Establish a Single Market for secondary raw materials.
- Increase the supply of high-quality recycled materials.
- Stimulate demand for recycled inputs across EU industries.
By setting clearer rules and stronger incentives, the Circular Economy Act will be a critical step toward accelerating the transition to a fully circular economy.
Timeline of Milestones
- December 2015 – First EU Circular Economy Action Plan adopted; 54 actions delivered or in progress.
- March 2020 – New Circular Economy Action Plan adopted as part of the European Green Deal.
- May 2023 – Circular economy monitoring framework revised.
- August 2025 – Public consultation launched on the Circular Economy Act.
- 2026 (planned) – Adoption of the Circular Economy Act.
